ASLR is a professional organization, nonprofit, apolitical, and independent, being under the Romanian legislation. It was founded in February 1996, according with the Law no.21/1924.
ASLR’s goal and objectives

defends and represents the interests of the Romanian leasing companies

promotes the cooperation among these companies

analyses the legislation for the leasing operations in Romania and takes a common position in issuing and applying any rules

in achieving these objectives, cooperates with the domestic and international authorities

promotes the latest concepts, techniques and methods from the leasing industry

organizes symposiums and round tables to support these objectives (e.g. INTERFINANCE’97, ’98 and ’99, InterLEASING 2001, Round Table with Piata Financiara , financial newspaper, 2001)

a better involvement of the ASLR members in the development of the leasing industry
Concerning the legislation, ASLR supports the interests of the Romanian companies and expresses those points of view based on present practice, which should be taken into consideration in the process of issuance of regulations. To support the activity of leasing companies, ASLR got involved efficiently in regulation issue.
ASLR has organized InterLEASING 2001 to give to every participant the most clear view about the leasing industry in Romania and to present the points of view of those who are affected by this law, those who issued this law and representatives of well known consulting companies, such as Arthur Andersen, Price WaterhouseCoopers.
In 2002 ASLR has organized the symposium FINANCING TROUGHT LEASING 2002 to which have participated representatives of the authorities, Ministry of Finance, legal and accounting specialists and the subjects debated were very actual and representative for the leasing industry .
In 2003 we hosted a leasing seminar in co-operation with LEASEUROPE at which attended, besides the members of our association, representatives of the authorities and mass media and representatives of similar associations of the others countries members of LEASEUROPE.
Leasing industry in Romania and the development of it in the future
Taking into consideration the potential of this industry and the low risk level of these types of companies, the domestic or foreign financial institutions should be more active in the market and they should support the industry. We would like to remind you the most important advantages of the leasing industry:
- the protection of the own capital
- the company’s liquidity administration
- the protection against the moral usage
- the transparency of all the costs
- fiscal savings
- the proper dimension of the investments
In order to have a strong and healthy development there is a need to look at some key issues, such as:
- legislation, created by the Ordinance no.51/1997 and the Law no.90/1998,the Modification to Ordinance 51/1997, published May,29th 1999 in Monitorul Oficial, and approved by the Law no.99/1999.
- the financial treatment which includes: financial sources (domestic or foreign), accessible interest rates
- the human factor, such as the management quality
The growing potential of the leasing industry is very high, being an industry at its very beginning. The long-term stability of this activity is sustained by a high reserve of potential customers, and there is no risk that this demand will decrease under the offer curve.
There must be taken in consideration the necessity for all the members to collaborate into the conception of a database concerning the development of the Romanian leasing industry.
ASLR has adopted The ethic code in order to strengthen the Union cohesion and the collaboration with partner entities, promote and develop the leasing industry.
In order to became a member of our association one must fill in the Application Form, together with the payment of the subscription. This has the value of 2000 euro and is payable in two rates for each semester of the year.
